General Description The purpose of this position is to develop and lead the College’s area-wide human resources services. Functional areas of responsibility include compliance with regulatory agencies in administering personnel policies and procedures; position classification and compensation system; coordination and assistance with the employment application and hiring process; salary and wage administration; employee performance evaluation system; employee benefit program; employee records; comprehensive staff professional development program; coordination of staff recognition program; and personnel research and reporting. This is accomplished by management of the College’s human resources functions and personnel procedures; leadership for the development of new and modification of existing policies and procedures; administration of personnel policies and procedures in a fair and impartial manner; coordination and facilitation of recruitment, interviewing, and evaluation of job candidates; administration of the College’s compensation and employee benefits program; management of the performance evaluation system; development and implementation of a comprehensive, individualized staff professional development program; coordination of a comprehensive employee recognition program; management of the human resources office; and serving as the College’s Equal Opportunity and Privacy Officer, Title IX Coordinator, and Section 504/ADA Compliance Officer. Attends Cabinet meetings on a frequent basis and supports the President and senior staff with College operations and other duties as assigned.

Qualifications: Education Bachelor’s degree in Human Resource Management, Labor and Industrial Relations, Business Administration, or closely related field required. Master’s degree in a related field preferred. Human Resources Certification(s) preferred; SHRM-CP/SCP and/or PHR/SPHR Qualifications: Experience Requires five years of progressively responsible experience in organizational management or a closely related area, with a minimum of three years of experience in the Human Resources field, preferably in higher education. Title IX experience preferred. Qualifications: Skills Requires ability to apply knowledge of labor laws related to human resources, personnel, regulatory compliance, and labor management in higher education; ability to read, write, speak, and listen effectively; ability to analyze data and other information and to write informative and practical policies, procedures, and reports. Excellent interpersonal and organizational skills and demonstrated ability to resolve conflicts and develop and implement professional development systems required. Bilingual or multilingual language capability desired but not required (Spanish preferred).
