The HR Operations Associate is responsible for supporting the objectives of the organization and the needs of employees and management. The HR Operations Associate provides value-added service and HR support to assigned constituents to include entering and verifying information within the IC HR Cloud, maintaining appropriate documentation and monitoring of personnel records, policies, and procedures, and responding to inquiries from department users concerning HR processes. Provide assistance in the hiring process to include serving as a resource for applicants, staff, faculty, students and visitors, scheduling interviews, and preparing correspondence and documents. Provide assistance in the assimilation of data and preparation of reports.
Supervision:
The HR Operations Associate reports to the Director of HR Operations, receives day to day direction from HR Business Partners, and provides direction and guidance to the assigned student assistant.
Job Duties:
1. Assist the HR Business Partners on recruitment, selection, and other employment processes to include coordinating outreach activities and attending job fairs. Respond to inquiries from employees regarding interpretation of employment policies and procedures. Schedule interviews and prepare correspondence and documentation to include offer letters and other employment records. Maintain forms and letter templates. Conduct orientation and onboarding programs for new employees. Obtain information and appropriate documentation for completion of form I-9 within BCIS, Bureau of Citizenship and Immigration Service’s, stated time requirement. Maintain I-9 files in accordance with BCIS regulations.
2. Develop and maintain an understanding of Ithaca College’s wide range of employee benefit and work/life programs and procedures. Coordinate the administration of educational benefits. Respond to employees and supervisors to ensure compliance and understanding of the programs and policies. Assist with enrollments with newly benefits-eligible employees as well as employees who experience a qualified life status change.
3. Coordinate and process employee medical leaves including FMLA, workers' compensation, short-term disability and long-term disability to include employee notification of eligibility and application procedures, claims processing and follow through, processing payroll related information, and acting as liaison between the insurance carrier, employee and supervisor. Identify recurring issues and make recommendations for solutions.
4. Work with departments and supervisors to ensure time cards are entered correctly within the appropriate time frame. Coordinate with Payroll to ensure proper processing of payroll.
5. Coordinate the processing of terminating employees to include scheduling of exit interviews and preparation of related paperwork. Ensure the accuracy and timeliness of COBRA (Consolidated Omnibus Budget Reconciliation Act) notification to qualified beneficiaries, respond to participant inquiries, and resolve issues.
6. Develop and maintain functional working knowledge of the IC HR Cloud to ensure accuracy and timliness of data entry of personal and employment information and benefit enrollment changes. Develop and maintain reports and analyze statistics regarding employment data. Provide end-user training.
7. Coordinate identified training and development programming and maintain a tracking system for these programs.
8. Maintain job descriptions and provide to department supervisors and individual staff members as appropriate.
9. Keep abreast of key developments, trends, and changes to ensure compliance with federal and state laws and regulations and college policies.
Required Qualifications:
Associates degree and 2 years related experience or the equivalent combination of education and experience. Understanding of human resource disciplines and federal and state employment laws. Excellent verbal and written communication skills. Excellent interpersonal and customer service skills. Excellent organizational skills and attention to detail. Excellent time management skills with a proven ability to meet deadlines. Strong analytical and problem-solving skills.
