The Director of Human Resources provides leadership and direction for all facets of human resources management as it pertains to the University and its branch campuses. The Director is responsible for ensuring that all programs and initiatives are integrated and effective in supporting the overall mission, goals, and objectives of the University.
Responsible for facilitating and providing guidance to executive team on human resource issues that may directly affect the functioning of the University. Responsible for developing and implementing the human resources business plan, being transparent and accountable accountability, identifying solutions to resolve problems, and fostering a diverse workplace that enables all employees to contribute to the organization at their fullest potential.Responsible for handling grievances and manage hiring and onboarding practices, including recruitment and selection. Participates in coaching, disciplining and termination of employees. Ensures all Federal and State laws, rules and regulations, and standards are met and that the University's equal opportunity and diversity goals are met.Acts as an institutional investigator regarding complaints and violations of institutional policies/procedures and compliance with federal and state regulations. Responsible for providing written summaries and recommendations related to findings of investigations. Includes enforcement and implementation of sanctions for any identified policy violations. Avoids litigation and other potential losses by ensuring the University is compliant with: Equal Employment Opportunity, Americans with Disabilities Act, Family and Medical Leave Act and other federal and state labor regulations. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects change required for improvement.Directs and oversees the management of the Human Resources Services function, ensuring that all services to University departments are effective, cohesive, consistent with the needs and objectives of the institution and the University as a whole.Handles the State Unemployment process and files appeals as appropriate. Responsible for the workers’ compensation program; completing the required federal postings, setting up related medical exams for worker compensation cases, work on identifying proactive safety improvement policies that may help to reduce lost hours and injury liability. Lead administrator in preparing for the annual workers’ compensation payroll audit.Responsible for completing the annual federal IPEDS report as required by the DOE and EEOC. Directs training and organizational development programs through divisional chiefs and departmental managers and university-wide instructors that address personal, professional, and organizational needs of University, its employees and departments.Directs the administration of insurance, retirement, and other benefits programs; evaluates and develops recommendations for improvements to employer-sponsored benefit programs.Provides strategic direction and oversight to the University's wage and salary programs; ensures regulatory compliance and market competitive salary levels necessary to attract and retain appropriate employee qualifications.Provides direction and oversight in the development and implementation of employee relations and programs designed to minimize and mediate workplace disputes, and to foster a positive and productive work environment.Develops and oversees the institutions performance management system and assists in the identification and implementation of performance remediation plans as necessary.Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the University’s goals and objectives.Evaluates University procedures to streamline and/or automate processes, improve customer service, reduce paper-flow, and advance human resources data management; implements changes as required.Ensures open communications with all employees.Leads the Staff Recognition Committee and manages the annual years of service recognition program for the University. Develops and manages salary and benefit budgets for the University and performs periodic cost and productivity analyses.Participates in the development of and makes recommendations about University policies and procedures.Other job-related duties as assigned.
Master’s degree with five (5) years of experience in human resource management, preferably in a leadership role or with increasing responsibilities. Current professional membership in human resource association(s) preferred. Excellent interpersonal skills, including the ability to problem solve and keep confidences appropriately. Must have excellent written and oral communication skills. Must be able to analyze data and situations and recommend approaches and consequences. Must be able to handle multiple priorities appropriately. Must have acceptable attendance. Must have ability to use computerized word processing, voicemail and Internet. Knowledge of organizational development theory and practices. Skills in budget preparation and monitoring, and fiscal management. Knowledge of contemporary principles of human resource management and personnel practices. Skill in the design, implementation, and evaluation of employer-sponsored benefit programs. Knowledge of federal and state employment laws and regulations and employment policies and procedures. Skill in developing and implementing salary administration plans and programs.
Employee development and performance management skills including remediation planning. Knowledge of and practiced alternative dispute resolution processes. Knowledge of federal and state compensation and benefit laws and regulations.
