Description: Thomas Edison State University seeks a dynamic leader to join a highly functioning HR team. The ideal candidate must support the Director with the administration of all aspects of the University and NJ State Library Human Resources program. The Associate Director will provide input toward strategic and programmatic leadership of the human resources function. This is a hands-on multi-disciplinary position including recruiting, employee relations, training, talent management, leadership development, compensation, payroll, and benefits. As a member of the leadership team, the Associate Director partners with divisions to create, implement, and maintain policies and practices to support achievement of institutional goals. The Associate Director will assist the Director with the day-to-day activities of the office, and act as the department supervisor in their absence. The candidate will research, develop, implement and/or coordinate University/Library HR programs including automated human resources information systems, classification and compensation, with a strong emphasis on training and organizational development. Examples of Work: -Supervises staff and directs the work operations. -Develops performance standards, conducts performance reviews and makes performance evaluations for HR staff. -Assist University/Library staff with evaluation completion. -Provides guidance and counsel to staff. -Manages and approves various personnel actions required within the unit including promotions and new positions. -Provides solutions and strategies to supervisors to resolve employee relations issues and processes disciplinary action when appropriate. -Consults with supervisors to make necessary changes for job reclassifications. -Manages all aspects of recruitment function. -Consults and strategizes with HR Director on all HR related matters, serves as back-up for HR Director when requested. -Manages leave programs including donated leave and FMLA. -Assists staff with elevated benefit inquiries. -Manages Time and Attendance system. -Prepares or supervises the preparation of data for grievances and/or employee disciplinary actions. -Make programming recommendations to HR Manager for the intern program. -Review job descriptions and/or CS44's to determine appropriate level and range of position. -Manages and monitors evaluation process for classified staff. -Serves as lead trainer on all HR related functions and systems to all staff. -Prepare ad-hoc reports as requested. -Participates in conferences, seminars or meetings representing the director as required. -Supervises special events. -Monitor EAS program and participation. -Monitor evaluation process and contract renewal process. -Manages employee recognition program. -Assists Director with Policy creation and implementation. Requirements: Education: Graduation from an accredited college with a Bachelor's degree supplemented by a Master's degree in a field related to the position to be filled or equivalence as determined by the appointing authority. Experience: Four years professional experience in Human Resources at an institution of higher education or administrator in education, higher education or other field that is directly related to the functions of the position to be filled or equivalence as determined by the appointing authority. Applicants who do not possess the required education may substitute required experience on a year-for-year basis (30 credit hours is considered one year of college). A Ph.D. or an Ed.D. degree may be substituted for two years of the required experience.
