Reporting directly to the College President, the Vice President of Organizational Development and Human Resources/Chief Diversity Officer (VPODHR/CDO) provides senior leadership for all aspects of the collegeâs organizational development, human resources, and diversity programs including recruitment and selection; employee relations; organizational communication; employee development; talent and succession planning; workforce analysis; compensation; benefits; human resources information management; policies; and payroll. The VPODHR/CDO also serves as the ADA, EEO, and Title IX Compliance Officer. The VPODHR/CDO also serves as the Collegeâs Chief Diversity Officer, providing college-wide leadership and accountability in developing and promoting a working environment rooted in the basic tenets of fairness and inclusivity. The VPODHR/CDO will lead in the development of a multi-year Reynolds Community College Equity and Inclusion Plan, which will serve as a roadmap for ensuring and sustaining diversity, equity and inclusive excellence. In collaboration with campus and community partners, the VPODHR/CDO will create and implement an intentional, centralized and comprehensive institutional equity and inclusion plan and infrastructure with focus in areas that include (but not limited to): â¢Social justice, equity & inclusion programs, research, and thought leadership â¢Shaping college policies, practices and programs â¢Employee development and curriculum inclusiveness â¢Scalable student success programs â¢Student completion supports â¢Special awareness months and cultural events â¢Womenâs issues â¢LGBTQ+ â¢Veterans â¢Data collection, reporting, and trend analysis â¢Partnerships with businesses, diverse communities, and organizations The VPODHR/CDO develops the organization from a culture and performance perspective by creating, implementing, and assessing programs which improve the overall health of the college. Essential Job Functions: â¢Serves on the Presidentâs executive leadership team (cabinet) and participates in the design and implementation of strategic plan initiatives. â¢Leads efforts to develop and sustain an organizational culture of excellence, collaboration, and student success through employee development, performance management, organizational communications, and employee relations. â¢Leads the development and implementation of a multi-year Reynolds Community College Equity and Inclusion Plan to serve as a roadmap for ensuring and sustaining diversity, equity and inclusive excellence. â¢Develops and implements employee professional development to promote equity, inclusivity and belonging and an ability to work and thrive in an increasingly diverse college community. â¢Envisions and directs planning, research, and development of programs to create and sustain a culture of inclusion for all members of the Reynolds community. Works collaboratively with college partners to develop strategies to recruit, retain, and sustain the success of employees and students from diverse backgrounds. â¢Leads all organizational development and human resources functional departments to ensure goals and priorities align with institutional strategy and to ensure compliance with all local, state, and federal regulations. â¢Directs the recruitment, selection, and placement of faculty and staff. Oversees the issuance of contracts to administrative, professional, and instructional personnel. â¢Serves as the official custodian for all records of personnel employed at the college. Oversees access/confidentiality of employee files as required by state and federal laws. â¢Directs and establishes procedures for the recommendation of personnel actions to the President. â¢Administers the development and maintenance of the human resources management information system and college-wide compensation program. Oversees the activities of consultants that partner with the college on major organizational development or human resources studies. â¢Initiates and develops policies, procedures, and guidelines related to the human resources sections of the college policy manual. â¢Interprets federal and state regulations and laws related to human resources and collaborates with college administrators and executive staff on human resources policy, management, and diversity issues. â¢Consults with the Virginia Community College System (System) office attorneys as needed to ensure that college policies and human resource management decisions are in compliance with federal and state laws. â¢Directs the development and management of comprehensive benefit programs. â¢Serves as the Chief Diversity Officer, ADA Compliance Officer and Title IX Officer, ensuring that pertinent policies, procedures, and regulations are met. Oversees the implementation of the college's equal access/equal opportunity grievance procedures, direct the investigation of all complaints of discrimination and provide recommendations to the President. â¢Responsible for developing accurate and timely state and federal reports where applicable, as well as assessing, analyzing, monitoring, and reporting the minority enrollment, institutional staffing patterns, and other relevant statistics. â¢Oversees the development of policies, procedures, programs, and strategies to provide employee access to on-going professional development programs including leadership and talent development programs, new employee onboarding, compliance training, etc. â¢Performs other duties as assigned.
