The HR Operations and Data Manager is responsible for managing the HR operations and team for the Mailman School of Public Health. The position will lead the operation function of the office by providing human resource-related services, including faculty affairs, with an emphasis on managing transactions, data management, reporting and analysis.
Operations Management 50%
Responsible for internal processes to manage the completion of transactions and resulting data that support the many. HR transactions (e.g. recruitment, hiring, management of MSPH employees). Tools include: TalentLink, i9, DIA, PeopleSoft, etc.
Establish internal best practices and standards related to processes and systems administration.
Lead and implement improvements to all HR operational processes/systems; in collaboration with MSPH IT.
Oversee internal workflows, processes and resulting data that support HR transactions (recruiting, hiring, etc.). Coordinate with staff and customers to ensure personnel transactions are processed on time and accurately. Develop feedback channels with customers about team performance; incorporate feedback into a continuous improvement initiative to make HR transactions more efficient, more accurate, and quicker; collaborate with technical teams as required for the work.
Supervise and manage the duties and responsibilities of the HR Operations team. Maintain accurate records of employees' time sheets and accruals. Coordinate the activities of the staff for the purpose of ensuring all appropriate deadlines and deliverables are met effectively and efficiently. Handle performance management and mentoring for direct reports. Exemplify excellent customer service; ensure high quality service delivery.
Data Management, Reporting and Analysis 40%
Oversee the management, maintenance and storage of sensitive employee records, including medical surveillance, background checks, unescorted access and financial invoices, utilizing tools and technology to enhance this effort.
Manage and align with the government and University data protection and retention policies for employment data.
Develop quick ad hoc reports and/or files through reporting tools such as PeopleSoft, Query, Access, Excel, etc.
Work with University systems and technical support teams to oversee the extraction of data critical to Mailman School reports and initiatives, such as employee census data, industry trend data, etc.; likewise, oversee the timely update of University systems with MSPH data as required.
Assist in the maintenance and tracking of the department budget.
Ensure effective and appropriate policies, procedures, standards are established and followed related to systems and data, such as employee data retention policies; Maintain and manage data - files, documents, etc., to standards.
Participate in committees, working groups, application pilots, etc. related to HR systems.
Work on ad hoc projects to meet the goals and vision of the department, other duties as assigned by Associate Dean for FA/HR.
Assist with budget planning; monitor team spend. Monitor budget to ensure department operates within budgetary lines.
Provide appropriate content and update support for the HR Operations area of the School Website.
Participate in committees, working groups, application pilots, etc. related to HR systems, and other duties as assigned.
A bachelor's degree or equivalent in education and experience, plus four years of related Human Resources supervisory experience, preferably in health care, academic medical center or corporate environment. Broad experience/exposure to the following functional areas: recruiting/staffing, compensation analysis, talent management, employee relations and budget. Deep understanding of HRIS systems , such as PeopleSoft, and the processes and workflows typically involved in hiring, on-boarding, off-boarding, paying, contract administration, training, etc. Demonstrated ability to streamline complicated workflows for increased efficiency, improved data quality, and reduced cycle times. Knowledge of database architecture and data management best practices; principles of data retention and data security a strong plus.
Excellent customer service skills with a talent for diplomacy, building relationships, reaching consensus and collaborating, negotiation, and managing expectations. Ability to build motivated teams and lead them to success in a fast-paced, high volume, changeable environment. Candidate must combine the ability to visualize processes end-to-end and attention to detail. They must be able to complete tasks quickly and accurately with minimum supervision, remain focused and calm in a hectic environment, and have expertise in dealing with routine, non-routine and complex projects and issues. Ability to make sound reasonable decisions is essential. The position requires excellent communication and computer skills.
