The Administrative Director of Human Resources & Academic Affairs is responsible for directing human resources and academic affairs operations for the Department of Radiology. Utilizing a hands-on, collaborative approach and decision-making process, this position assists in the development of HR strategies and implementation of human resources best practices in talent acquisition, employee/labor relations, professional development and engagement, compensation and performance management. Other responsibilities include administering and monitoring all payroll activities; participation in the annual operating and payroll budget process; providing overall support services for space allocations, facilities management, moves, and purchase of major departmental furnishings and renovations; and participation in Joint Venture projects as needed.
Develop departmental human resources practices, guidelines and procedures; establish metrics, evaluate and revise as appropriate.
Effectively manage/oversee the recruitment, hiring and on-boarding processes for the Department of Radiology; which include staffing needs and position description analysis and development, advertising, interviewing processes, referencing, salary negotiation and offer letter preparation.
Oversee the process to request staff/faculty personnel changes, including new-hire/appointment, termination, as well as benefits administration and requests for leaves of absence, workers compensation, unemployment and other related transactions; ensuring procedural efficiency while adhering to University policy.
Develop, evaluate and enhance departmental engagement programs including, orientation and onboarding program for new hires.
Work with department leadership and CUIMC HR in developing effective recruitment and retention strategies and programs including; talent sourcing strategies, competency models, career ladders, succession planning, climate/satisfaction surveys, recognition and engagement programs.
Responsible for developing and implementing protocols for searches and onboarding of academic officers, which includes handling immigration matters and visa sponsorships as well as clinical provider credentialing.
Provide management of the academic appointment, reappointment and promotion process.
Provide counsel, guidance and direction to employees/faculty and management on employee relations, conflict management, and performance management issues; conducting investigations and terminations, as appropriate.
Maintain department human resources reporting and tracking mechanisms, i.e. turnover analysis, overtime reporting, and ensure processes in place for accurate HR records management.
Responsible for ensuring timekeeping is entered accurately and approved in accordance with appropriate deadlines and establishing system for tracking and communicating leave time accruals and balances for faculty and staff.
Acquire and maintain a thorough knowledge of University policies regarding wage and salary administration, employee benefits and human resources policies.
Ensure adherence to Local/State, Federal labor law and University compliance in employment practices.
Oversee annual performance review and salary roster process.
Conduct compensation reviews/analysis to ensure internal and market equity and work with departmental leadership in creating comprehensive compensation plans; including managing clinical faculty compensation plans.
Work with department finance to ensure all positions, vacancies and promotions/salary increases and salary allocations are implemented in alignment with the budget and in a fair and equitable fashion.
Administer and monitor all payroll activities for departmental salary and fringe operating budget including salary reconciliations to payroll registers for semi-monthly and bi-weekly payroll.
Participate in the annual operating and payroll budget process for timely and accurate completion of departmental operational budgets. Provide salary and staffing reports for departmental budget process as required.
Participate in Joint Venture (JV) projects as needed. Prepare staffing reports to evaluate departmental needs for the JV.
Ensure departmental compliance for HIPAA, Billing Compliance and all other mandatory training and certification requirements mandated by Columbia University and/or New York Presbyterian Hospital.
Develop and implement systems and coordinate overall support services of the department regarding space allocation, facilities management, moves, and purchase of major departmental furnishings and renovations.
Directly supervise exempt/non-exempt employee(s); ensure adequate HR coverage/support to provide exemplary customer service and perform annual evaluation of direct subordinate(s).
Serve as liaison to other University departments, New York Presbyterian-Cornell Hospitals, affiliated hospitals, and outside entities on human resources, payroll and academic matters.
Perform other duties as assigned.
Master's degree in Human Resources or relevant field plus five (5) or more years of relevant and related experience. Previous management experience required. SHRM/HRCI certification strongly preferred.
Must possess a strong background and knowledge of employment/labor, benefits, and wage and hour laws, human resources best practices, and proven recruitment ability. Superior consultative and communication skills with the ability to effectively interact with all levels of internal and external customers. Detail oriented, strong analytical and problem solving skills. Able to meet strict deadlines in a high-volume, multi-tasking environment is essential. Working well under pressure and in delicate, highly emotional situations is necessary for success in this role. Must possess the ability to build and maintain relationships with other departments and management as well as staff/faculty, while maintaining the highest standards of confidentiality, professionalism and HR service delivery. Knowledge of clinical faculty compensation practices and University policies and procedures, preferred. Computer proficiency in Microsoft Word, Excel and PowerPoint. Experience with PeopleSoft preferred.
