Position Description: Reporting to the Associate Vice Chancellor (AVC) of Campus Human Resources (CHR), the Director of the Human Resources/Payroll Operations Center (HRPOC) directs Human Resources (HR) and Payroll activities and services for client departments and manages the three campus site offices. Incumbent serves as a key member of the CHR's management team and coordinates strategic planning and implementation of process improvement initiatives affecting the organization.
Provides the vision, leadership, planning, project coordination, and operations oversight to ensure that the day-to-day and strategic objectives are being met by the HRPOC. Responsible for the effective utilization and management of the staff, consisting of approximately 30 full time career employees; ensuring all areas provide customer-oriented, service-focused, and cost-effective results. Implements metrics to be used in meeting customer service goals, performance objectives, and process improvement analysis. Represents CHR and the campus on system-wide and local committees/workgroups.
Directly oversees the activities of the operations group responsible for the bi-weekly and monthly payroll data submission. Responsible for the development and administration of an annual operating budget for the HRPOC. Develops, administers and updates long-term plans for the department and provides direction toward effective strategic planning for the HR and payroll functions. Coordinates with client departments, CHR Directors, Central Resource Unit, UCPath Center, Work Study office, Audit & Advisory Services, and other campus departments to ensure effective program administration and adherence to established University policies and procedures, and collective bargaining agreements.
Oversees the effective administration of the following programs for client departments: Employee Onboarding, New Employee Orientation, Worker's Compensation, Work Study, Fingerprint Process, Employment Physical Exam, the Exit Interview program, coordinating the merit increase process, overseeing implementation of the range adjustment process and local award programs. Prepares customized reports and analyzes data as requested by the AVC. Prepares and analyzes headcount and FTE information to be used in Strategic Planning. Reviews periodic audits of payroll and personnel transactions and processes to ensure internal procedures comply with Federal and State Laws and University policies. Must be able to obtain and maintain CORI clearance.
