The Human Resources Manager (HRM) will work closely with the Director of Finance and Head of School(HOS) to develop, enhance and implement a comprehensive human resource program encompassing policies, procedures and evaluation metrics for Westmark School School.(the School) The HRM will perform the daily, monthly, and annual administration of the employee human resource programs of the School, including annual update of personnel polices ensuring the School is current with all sate and federal employment rules and regulations. This position requires strong communication abilities, developed analytical skills and comfort with conflict resolution, collaboration, and teamwork.
Ongoing administration of all health, welfare and retirement benefits available to employees, overseeing vacation and sick time, and enrolling new employees in benefits programs.
Managing general HR benefits program including processing changes to benefit plans and maintaining online employee benefit portals.
Work closely with hiring managers throughout the new employee recruiting process including, as needed, position design and description, compensation assessment, position marketing, candidate screening, organizing interview process and reviewing backgrounds/job history.
Serve as first point-of-contact and day-to-day problem solver for employees with questions and/or issues with job duties, extended leave such as maternity, FMLA and other state and federal employment leave laws.
Acts as resource person for employees with medical benefits questions including following-up with relevant insurance providers, as necessary.
Serves as a resource person for employee concerns and grievances; employs conflict resolution skills striving for satisfactory resolution.
Conducts all exit interviews with terminated employees ensuring all relevant property is returned to the School and eligible terminated employees are offered COBRA benefits.
Annually updates personnel policies with legal counsel; includes updating parent student handbook in consultation with division directors and legal counsel, as necessary.
Coordinate annual employee open enrollment process including provider presentation scheduling, document preparation, updating informational portals and employee meetings.
Collect and review all required beginning of new school year documents and information, especially for new employees
Manage enrollment and payment process with providers of medical, dental, FSA, commuter benefits, retirement, life and long-term disability insurance benefits.
Work with DOF and external brokers to summarize and analyze all data required for the annual benefits renewals.
Track and manage all required forms, training and certifications for all staff (including but not limited to TB certifications, sexual harassment training, I-9s and child abuse reporting).
Prepare and manage all new hire paperwork including background checks.
Prepare and manage all employee separation related paperwork and required notifications.
Track all faculty and staff time off. Keep accruals up to date and working properly. Add new accruals, as necessary, ensures payroll records are current in conjunction with payroll accountant.
Work with supervisors to create and manage plans for all employees requesting leaves of absence (FMLA, CFRA, and bonding) according to government and school policies.
One-on-one meetings as needed for all faculty and staff to ensure a full understanding of benefit offerings and payroll payments.
Complete all Verification of Employment requests, and past employment for schools as needed.
Ensure that all government and agency reporting (ACA, multiple worksites, EE01, surveys, etc.) is completed in a timely, accurate fashion.
Compile annual payroll information for Worker’s Compensation audits.
Create employment agreements and individual benefit analysis at HOS and DOF’s direction
Keep up on all changes to federal, state, and local labor laws.
Train and cross-train with other employees to ensure broad knowledge of all essential functions, especially as back up to the payroll accountant
Manage the accurate and timely processing of monthly benefits-related billings for all group plans, reconciling accounts, as necessary.
Manage leave requests, disability claims, and workers compensation claims as they arise, including coordination of all required paperwork.
Assist other members of the Business Office as needed.
Control and distribute keys for employees
Participate with updating Business Office/Accounting Procedures Manual.
Review, archive, destroy all financial and personnel files in accordance with the document retention policy.
Provide data for yearly surveys of NAIS, CAIS, ISBOA and other professional membership organizations
Other duties as may be assigned by the HOS or DFO.
