The Human Resources Consultant provides HR professional services to college leadership and chief HR officers through the management and administration of the faculty and human resources policies and procedures. Serves and assists HR team members by assisting with initiatives or assignments that impact the HR function and employee experience at the colleges, System Office, or Shared Service Center as needed. •Develops effective consultative partnerships with HR Officers, vice presidents, presidents, and others at assigned colleges, resulting in the most efficient use of resources in achieving the VCCS mission and strategic business goals; •Applies broad, comprehensive knowledge of principles and practices of human resource management, HR best practices, and state, federal and VCCS policies, procedures and regulations; •Applies skills and knowledge of financial management, negotiations, customer service, influencing, coaching, conflict resolution, and problem solving; •Serves as advisor and subject-matter expert in a variety of areas, using sound judgment and informed, independent decision-making; •Provides appropriate recommendations to clients for resolution of diverse or complex issues; •Serves as first point of contact to an assigned portfolio of colleges to assist with human resources matters including but not limited to labor laws and compliance requirements, performance management, employee relations, compensation management, and policy guidance/oversight •Supports HR team members and the needs of the System Office by leading or participating in projects, supporting activities for or presenting at internal conferences/events and serving as a subject matter expert in the functional areas as assigned; •Provides expertise in assigned areas and develops and delivers programs and services designed to build morale, improve work environment, and support the implementation of strategic plans. •Provides leadership and energetic support to develop and foster HR strategies, processes, organizational and people development, and best in class HR practices and solutions to serve our colleges; •Continues professional development through course work, reading, training opportunities, and professional meetings/conferences to stay current on human resource management trends.
•Multiyear HR experience, demonstrated expertise in and comprehensive knowledge of all aspects of human resource compliance (i.e. policy, practice, and employment law), with an established career growth track as both a generalist and a specialist. •Relevant combination of education and professional experience and technical skills that allows incumbent to perform the essential functions of the position. •Strong generalist and operational experience. •Superior communication skills and ability to partner, coach and serve as a catalyst. •Significant ability to develop, execute, measure and continuously improve HR's effectiveness. •Strong understanding of HR discipline with emphasis in labor laws and compliance requirements, performance management, employee relations, and compensation management •Resourceful, and self-directed - stays on the forefront of HR best practice. •Solid knowledge of human resources, federal, state and local law. •Ability and willingness to travel, mostly in Virginia, as required to support assigned colleges and for professional development.
