Umatilla Electric Cooperative (UEC, www.umatillaelectric.com), a rapidly growing, member owned rural electric cooperative located in the beautiful Columbia Basin and Blue Mountain country of Northeastern Oregon, has an exciting opportunity for a motivated leader to fulfill the position of Manager of Human Resources. UEC’s 86 employees serve over 8,700 members (15,000 meters) and together have achieved an American Customer Satisfaction Index score of 86 by UEC’s membership.
The successful candidate is responsible for the strategic direction and day-to-day management of the Human Resources Department. The individual assists in evaluating UEC’s staffing needs, recruiting, retention and succession planning. Key responsibilities include: developing, recommending, and implementing effective personnel policies/procedures. Additional duties include administering UEC’s performance review program: administering employee benefits programs aimed to attract and retain top talent; assisting in the administration of the salary program; ensuring compliance with all employment laws and regulations; develops and administers the HR Departments budget, and recommends best practices/improvements in areas of responsibility.
The successful candidate will have a bachelor’s degree, preferably in Human Resources Management or related field. The individual shall have at least seven years of proven successful work experience and increasing responsibilities in the HR field, preferably at an electric utility. Professional HR certification (PHR/SPHR) is ideal. Must have experience or adequate knowledge in, compensation and benefits, employee acquisition and recruiting, employment laws and regulations, and budgeting. Experience in a union environment is helpful. Must be a strong policy writer, self-starter and excellent communicator. Must work collaboratively with colleagues and foster a spirit of cooperation in the workplace.
UEC’s headquarters is in Hermiston, OR (population +18,000), which is the largest and fastest-growing city in Eastern Oregon. It is located only 7 miles south of the Columbia River, Lake Wallula, and the McNary Dam. The Hermiston area has become a hub for logistics and data center activity. Cost of living is lower than the national average. Blue Mountain Community College is in Hermiston; Columbia Basin College, a four-year public college, is within a 40-mile drive. Area activities include golfing, boating, fishing, volksmarching, camping, hiking, and snow skiing.
