This position serves as the Facilities Services (FS) Department Human Resources expert providing guidance and support to all FS Departmental units related to HR functions. This position is critical to the FS Department in ensuring that positions are maintained and managed at levels consistent with the associated budgets; ensuring correct classifications, appointments, salaries, cost centers and accuracy of all human resources documents processed for all FS Departmental employees. This position serves as a vital centralized link between the FS Department, UTK Finance and Administration, the UTK Office of Equity and Diversity, the UTK campus Human Resources Office and the UT Treasurer's Office concerning personnel and payroll matters. This position interprets, communicates, and advises supervisory personnel on HR and payroll policies and procedures and provides direction and guidance in accomplishing personnel or payroll functions. This position also coordinates and manages staff services for over 675 employees to include coordinating Career Path progressions, performance review evaluations, managing personnel or payroll changes and leave applications. This position also serves as the supervisor for an Administrative Specialist III and a UT Student Assistant. Due to the nature of the position duties, the position holder must be professional and be able to act with discretion and maintain confidentiality.
Specific Duties to include:
HumanResources Management (over 650 active exempt and non-exempt staff, temporarystaff, and approximately 60 student employees including Graduate Assistants):
Coordinatesand advises on all FS Departmental personnel actions including new hires/rehires, transfers, pay changes, tuition fee waivers, leave applications, andterminations.
Coordinatesand advises on the development of position descriptions for UTK HR review andclassifications for new or revised positions. Validates budget alignment fornew positions and position changes.
Interprets,communicates, and advises FS Departmental supervisors and staff on HR andPayroll related policies.
Assistsin troubleshooting HR issues and questions from departmental staff.
Developsand provides HR-related training/ guidance Information related to HR documentrequirements and preparation.
Reviewsand confirms accuracy and completion of HR documents including positiondescriptions and all required documents for new hires / rehires to include I-9and Visa requirements.
Monitorstemporary employee status and assists with conversion to regular employment perone year guidelines.
Reviews,verifies accuracy and processes all FS Departmental pay funding changes,additional payments, leave applications, and terminations.
Servesas FS Departmental centralized link between the FS Department, UTK Finance andAdministration, the UTK Office of Equity and Diversity, the UTK campus HumanResources Office and the UT Treasurer's Office concerning personnel and payrollmatters.
Coordinates,consolidates, and submits the FS Departmental salary budget funding requestsfor Career Path, CCP, CAP promotions and fee waivers.
Assistsin responding to HR related information requests from departmental leadership,Central Administration and other UT entities by compiling information,analyzing the data and providing summary reports as requested by Campusleadership.
HumanResources Management Career Paths, Custodial Certification Program (CCP), CAPpromotion and student hiring oversight.
Developsreports on Career Path and CCP promotion eligibility, disseminates to UnitDirectors for action, coordinates applications, monitors status of reviews andapprovals throughout the process and submits consolidated FS Departmentalpromotion recommendations to Central Administration for approval.
Developssalary increases and salary budget requirements for approved promotionprogressions and submits to Central Administration for salary budget funding.
Coordinates,verifies accuracy and processes paperwork for promotions including positionchanges and pay funding increases.
Verifiesthat salary budget funding is received and allocated to correct cost center andthat promotion documentation is correct.
NotifiesFS Department Unit Director of final results.
Servesas FS Departmental hiring manager for UT Student Assistant and GraduateAssistant positions. Approves student hiring and funding changes, processeshiring/ rehiring documents including I-9 and Visa applications and tracksallocations of centrally funded fee waiver positions, FTE of holders, andstipend amounts consistent with unit budget allocations.
