About the position:
The Human Resources Director creates and implements strategic and tactical direction for the human resources function in Extension, and partners with leadership to formulate and implement college goals and initiatives. They ensure sound human resource management and development principles and best practices are promoted; provide full service support for human resources work in the college; and represent the college and the human resources function within the University and the external community. This position leads the HR team, and works in close partnership with the University's central units such as the Office of Human Resources, Office for Equity and Diversity, and Office of the General Counsel.
The HR Director reports to the Dean and Director of Extension, and is a key member of the college-wide administrative team. Additionally, the HR Director has a dotted line reporting relationship to the Vice President of Human Resources for the University of Minnesota, and assures that collegiate HR operations are aligned with University objectives and priorities. The HR Director serves as a point of contact for the University's Office of Human Resources (OHR), and consults with the office as needed for specific collegiate needs and to implement broader University directives and strategies.
1) HR Strategy and Leadership – 40%
Lead the assessment, development, and implementation of short-term and long-term HR strategies and goals, including anticipating emerging issues that will affect policy and programming within Extension. Provide the strategic vision for, implementing and directing HR functions to align with the Extension organizational and OHR vision and goals. Scan Extension, OHR and Federal Office of Personnel Management (OPM) for issues, problems, policy changes or needs. Plan, create, implement, provide training on, and communicate University, Extension HR and Federal benefits policies and procedures within Extension. Serve on the Dean's Leadership Council. Oversee and ensure employment compliance. Develop and establish centralized recruiting processes and procedures to ensure successful recruiting and retention of diverse talent. Oversee and execute HR functional areas such as classification and compensation, performance management, employee relations and investigations, law/policy/rule/contract interpretation, organizational staffing analysis. Direct and implement HR operations within Extension, to include HR consulting, FMLA/ADA, annual reviews, HRMS, payroll, Federal benefits, ROC/REPA, HR data analysis and reporting, EOAA, HR communications. Build and maintain networks and relationships within Extension, the University, National Extension collegiate partners, labor/management committees, and consultative committees. Manage the HR department budget. Serve as a liaison to and perform responsibilities for intersecting areas to HR (project teams, committee assignments, compliance or new initiative task forces)
2) Supervise Extension HR team – 30%
Recruit, develop, and retain a diverse HR team. Provide plans of work, gives work direction, and conduct performance management. Mentor and develop centralized HR staff. Train and orient HR team in areas particular to Extension and Federal employee benefits.
3) HR Consultation – 25%
Intake questions, issues, problems, and complaints. Provide advice, counsel on solutions according to laws, policies, procedures or practices. Advise on job descriptions, search processes, interviewing, and job offers.
4) Provide for personal professional development and expertise in the field of HR and related fields – 5%

Travel (in-state and national) may be necessary to perform the responsibilities of this position. This person may be expected to use a personal vehicle and have appropriate insurance. Mileage and sustenance reimbursement provided according to the University policy.
Bachelor’s degree in human resources or a related field, plus 10 years of related professional HR experience which must include:
HR generalist work (classification, compensation, performance management, data analysis & reporting)
Diversity and Inclusion
HR consulting at several levels of supervision
Excellent communication skills
Project management and organizational planning experience
Demonstrated success leading in a complex, multi-layered and collaborative environment
Advanced degree in HR or related field
HR experience in higher education or public sector employment setting
Demonstrated leadership ability to advise and influence directly and indirectly
More than 5 years of increasingly responsible experience in HR management to include HR consulting, payroll, and handling grievances
Proven success in workforce planning and organizational design
Budget management experience
Effective problem solving and conflict management skills
Proven ability to apply and implement HR practices to meet the specific needs of the organization
