Queensborough Community College is seeking a Benefits Coordinator in the Office of Human Resources (Benefits Unit) to coordinate and process day-to-day benefits activities with an emphasis on compliance, effectiveness, and time management. The Benefits Unit currently serves an employee population of approximately 2,400 faculty and staff members. Performing functions in accordance with Federal, State, City, CUNY policies, rules and regulations. There are three major labor contracts to consider when processing and handling employees' benefits (PSC-CUNY, Blue and White Collar Agreements with District Council 37). There are also 12 trade title contracts. Benefits are significantly different for each category and/or labor agreements.

The Benefits Coordinator will perform a wide range of benefit functions for full time and part-time members. These include but are not limited to health benefit enrollments, welfare fund enrollments, supplemental retirement plans, regular retirement, workers compensation, unemployment, family and medical leave (FMLA), tuition waivers, dedicated and catastrophic sick leave, benefit reports, COBRA, and other benefit related matters. This position will provide administrative support for new benefit programs and perform Cunyfirst actions for retirement and medical leaves, support projects and activities that impact all benefit areas.
Reporting to the Director, the Benefits Coordinator will perform benefit functions in accordance with multiple policy and procedures; Federal, State, City, CUNY policies and regulations.
In addition to the CUNY Title Overview, the responsibilities of the position will include but are not be limited to the following:
-Serve as the primary point of contact and liaison with Health Plan, Welfare Fund, Retirement Plan, and Office of Labor Relations of the City of New York representatives
-Handle in-person, e-mail, and telephone benefit inquiries while maintaining efficient communication processes and follow ups until each individual case is resolved
Coordinate benefit on-boarding orientations from room reservation, invitation, and participating program representatives
-Coordinate and process Adjunct Benefits enrollments
-Process health benefit new enrollments and changes using NYCAPS system, enter supplemental plan enrollment/changes using the City Payroll Management System (PMS)
Process Welfare Fund, Transit Benefit, and College Savings enrollments and changes
-Maintain data to ensure accuracy in NYCAPS, payroll, and CUNYfirst systems in compliance with policies, contracts and regulations
-Coordinate and process new retirement plan enrollment and changes for Teachers' Retirement System of New York (TRS) and New York City Employees' Retirement System (NYCERS)
-Maintain individual case records and support the preparation of annual reports
-Maintain accurate, up to date records for Workers Compensation, retirement, buy-out-waiver, tuition waivers, COBRA and other benefit programs; preparing related reports and correspondence as needed
-Manages calendar and keeps employees informed of vendor and benefit representative on-campus counseling and visits
-Assist the Benefits Director in the collection of data for external reports, develop and produce reports and queries assuring data accuracy, integrity and completeness
-Perform research for benefit individual cases
-May supervise support staff
-Exercise extreme confidentiality while performing all job duties
Bachelor's Degree required.
Higher Education experience
Proficiency using CUNYFirst (PeopleSoft)
Outstanding organizational skills and ability to work in a high traffic environment
Ability to exercise extreme confidentiality
Ability to prioritize competing or simultaneous urgent tasks and projects
Excellent communication, writing, and organizational skills
Knowledge and experience using Oracle systems
Proficiency in Microsoft Office Suite
Evidence of strong interpersonal and customer service skills
CUNY TITLE OVERVIEW
Administers employee benefits programs for faculty and staff, assists in overall benefit administration, and provides employees with information regarding benefits.
Counsels and assists staff on employee benefits matters
Conducts workshops as part of new employee orientation on benefits matters
Administers selected benefits, such as COBRA coverage
Serves as a liaison to insurance carriers, retirement systems, welfare funds, and University Benefits office
Coordinates benefits processing in Payroll systems and other University systems
Prepares reports for College administration
Assists in updating materials and web pages for employee use
Maintains accurate, confidential employee records
Performs related duties as assigned.
