STRATEGIC PLANNING AND ORGANIZATIONAL DEVELOPMENT
Under the direction of the COO, identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance and develops HR plans and strategies that support the achievement of the overall agency business objectives and assure compliance in the areas of risk management, regulatory compliance, ethics, and integrity.
Integrate business strategy with developing HR strategy that is consistent with best practice and excellence standards.
Motivate and lead a high performance HR management team; attract, recruit and retain required members of high performing executive team.
Promote human resources functions that cultivate a mission driven culture including: talent acquisition, performance evaluation, training and development, succession planning, retention, compensation and benefits, and employee relations.

Annually reviews and makes recommendations to Executive Management team and board of directors for improvement of agency’s policies, procedures, and practices on personnel matters.
Develop and implement a comprehensive compensation and benefits program that is competitive and cost effective for the agency by conducting wage surveys within labor market to determine competitive wage rate.
Evaluate and oversee all benefit negotiations, thus providing the most competitive packages for employees. Monitors trends, cost effectiveness, and makes recommendations for change to Executive management team and board of directors.
Keeps records of benefits plans participation such as insurance, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics. reporting.
Supervise and maintain the agency’s payroll operations to ensure the efficient handling of employees’ pay, deductions, and benefit payments.
Recruits, interviews, tests, and selects employees to fill vacant positions, in conjunction with department managers
Plans and conducts new employee orientation in conjunction with department managers and other apply staff to foster positive attitude toward company goals and process initial paperwork.
Advises management in appropriate resolution of employee relations issues.
Responds to inquiries regarding policies, procedures, and programs.
Administers performance review program to ensure effectiveness, compliance, and equity within organization.
Chairs the Risk Management committee and in collaboration with the Director of Quality and Performance, oversees the Incident management system, prepares reports etc.
Administers the Worker's Compensation insurance program. Responsible for OSHA injury documentation.
Request criminal background checks on all new hires and maintain records as required.
Maintain employee files, current records of licensed employees, files TB testing paperwork for employees.
Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. Responsible for COBRA compliance. Advise Chief Operating Officer when legal counsel is required.
Prepares reports and recommends procedures to reduce absenteeism and turnover.
Maintain recordkeeping for unemployment claims, file annual EEOC report and responsible for record retention compliance.
Keeps abreast of all new developments and studies in the areas of Human Resources.
Manages the Employee Relations procedures as outlined in the Agencies Policies and Procedures including making recommendations for the appropriate disciplinary action.
Attends Casa Central’s Directors’ meetings and reports to the Executive Team upon COO’s request.
Works to maintain full staffing of program and is directly involved in the recruitment of staff when vacancies occur.

Bachelor’s Degree in Human Resources or a related field: Masters Degree and/or PHR/SPHR desired. Five or more years of related experience of proven leadership in management and Human Resources.
Bilingual/Bicultural in English and Spanish.
Computer Literacy & Knowledge Skills Abilities:
Working Knowledge of Microsoft 365 and Spreadsheet Management
Basic Mathematical skills are required.
