About the Position
The American Civil Liberties Union of Maryland/ACLU Foundation of Maryland seeks a Human Resources (HR) Manager based in our Baltimore office reporting to the Executive Director. The HR Manager will evaluate, implement and coordinate all Human Resources activities, programs and processes for the organization and will play a major role in devising and refining policies, furthering our commitment to equity and inclusion, staff training, and safety. The ideal candidate will have a breadth of knowledge in human resources and non-profit operations. In addition, candidates with experience implementing human resources functions consistent with a bargaining unit agreement and fostering the relationships between management and bargaining unit employees are highly valued. This position requires a strong multi-tasker with previous management experience. The position also requires the ability to implement best practices and policies.

Develop and execute a Human Resources Program that supports the organization’s strategic goals.
Develop HR procedures and processes that support the ACLU of Maryland’s internal race equity work.
Meet and grow the organizational and Human Resources race equity goals.
Serve as the subject matter expert in areas of employee relations, legal compliance, and labor / union relations, and coordinate the development of policies, procedures and standards for implementation organization wide in partnership with leadership
Review and analyze organizational data to identify trends and recommend solutions to improve performance, retention, and employee experience.
Serve as an advocate and partner for all staff to retain, develop and motivate people to achieve their fullest potential.
Maintain consistent actions across the organization by initiating, coordinating and training managers on human resource practices and guidelines. Consult legal counsel to ensure that policies comply with federal, state, and local law.
Serve as mediator between staff; implement grievance process in concert with the OPEIU, Local 2 Bargaining Agreement.
Participate actively in the organization’s race equity development
Plan, develop, implement and administer all HR programs, including:
Full cycle recruiting
Compliance with existing employment laws, benefit plans, employee handbook, etc.
Benefit administration and compensation
Staff meetings and staff events
A combination of a Bachelor’s Degree in Human Resources or related field; 7 - 10 years leading the HR Function; or SHRM or PHR Certification(s)
Experience working in a non-profit, advocacy or political organization
A strong commitment to racial equity, dismantling white supremacy, and incorporating a structural power analysis into work. Must have knowledge and understanding of how power is manifested in matters of race, ethnicity, age, gender, sexual orientation, gender identity, gender expression, religion, ability and socio-economic circumstances.
Minimum 5 years demonstrable knowledge of employee relations, legal compliance and labor / union relations
Expert working knowledge of Fair Employment Practices laws under Title VII of the 1964 Civil Rights Act; State of MD Employment Laws and Federal statute regulations; as well as proactive knowledge of impending state, federal, or local
Ability to think strategically and conceptually with an open-minded approach to HR Solutions using a race equity lens.
Forward thinking, innovative and progressive in HR practices
Adaptable team player with the ability to engage various constituencies in a complex environment
Flexibility, patience, and willingness to learn
Compensation and Benefits: Salary $65,000 -$80,000 depending on experience. Excellent benefits include three weeks paid vacation at time of hire (increasing to four weeks after three years); 12 office holidays; 12 paid sick days; medical and dental insurance for staff members, their dependents and spouse/domestic partner; Employee Assistance Plan; six weeks of paid medical leave, life and long-term disability insurance; and 401(k) plan with employer match. Direct exposure to cutting-edge civil liberties and civil rights work. This is an exempt position from overtime under the provisions of the Fair Labor Standards Act, and is not in the bargaining unit represented by OPEIU Local 2.
