DESCRIPTIONApplies professional human resources, organization policies and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity. The Human Resources Supervisor provides overall human resources administrative management to the Recreation department consisting of 74 career FTEs and limited appointments in multiple bargaining units (CX, K6, SX, TX, HX) and policy covered (99) staff and over 600 student employees and over 500 by-agreement employees. The Human Resources Supervisor serves as internal consultant to department directors, managers, supervisors and staff on a variety of complex and sensitive administrative and operational matters that have a significant impact on departments, cluster, and university as a whole. Under direction, this position directs the day-to-day administration of human resource services for the Recreation department. Provide professional services and manage the implementation of policies, programs and procedures related to: staffing & recruitment; employee/labor relations; compensation & classification; leaves/FMLA, phased retirement, personnel/payroll & benefits; worker's compensation; staff recognition & development & training; human resource information systems and records management. Advise management and staff regarding employee relations issues and progressive discipline procedures. Formulate disciplinary strategies and carry out actions. Conduct preliminary investigations in preparation for contract negotiations. Manage recruitment and selection activities. Consult with department directors, managers and supervisors in support of recruitment. Monitor all hiring requests, the implementation of recruitment plans and selection processes to ensure equal opportunity and non-discriminating hiring practices. Independently handle MSP recruitment. Provide analytical support and participate in the development and implementation of programs and training opportunities aligned with departmental succession planning goals. Initiate compensation actions and develop recommendations ensuring salaries are in-line with internal pay practices, contract requirements, University policy and the external market. Provide analytical support and development, preparation and updating of job descriptions. Write, review, analyze and recommend classification actions. This position provides extensive analysis and recommendation, planning, creativity and problem-solving. This position routinely manages confidential and sensitive information, situations and incidents related to workplace actions and/or conflict, employee retention, discipline, termination, medical leaves, collective bargaining, grievance matters, and legal actions. Provide daily HR leadership to career staff and student employees. Applies professional human resources, organization policies and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity.
