Job Summary / Basic Function Job Summary: The Human Resources Manager contributes to the mission of faculty and staff excellence. This position will manage onboarding and exiting of employees, and is responsible for investigating grievance and discipline issues of employees. This position is also responsible for compliance training and the implementation of on-campus professional development initiatives for all levels of employees in conjunction with the Teaching and Learning Center. This position reports directly to the Vice President of Finance and Operations but the President has direct oversight of this position.
Major Essential Job Functions:
Support the mission by promoting faculty and staff excellence with training and focus on exceptional performance.
Achieve TSUS Vision 2020 in Excellence to focus on recruiting of faculty talent.
Employee relations - grievance and disciplinary procedures related to classified employees.
Manage employee relations to enhance productivity and performance.
Oversee the employee performance evaluation process.
Maintain compliance training for all employees with the Teaching and Learning Center.
Onboarding of employees including verification of hiring packets and review of hiring practices followed by leaders. And exiting of employees after termination of employment.
Communicate benefit options for new employees and current employees during summer enrollment.
Manage Adjunct pool.
Liaison between human resources and payroll; via shared services agreement.
Design performance management system to include merit and performance pay.
Work with internal and external auditors on policy and compliance.
Secondary Essential Job Functions:
Review and revise LIT Policy Manual.
Lead HR projects.

Minimum Qualifications Minimum Education Required: Bachelors degree in Human Resource Management or equivalent.
Minimum Experience Required: At least five years of related experience required. Preferred 3 years supervisory experience.
Certification(s) Required: PHR or within a year of employment.
Key Competencies: Knowledge of the principles and practice of human resources management. Knowledge of laws, statutes, and regulations related to human resources management. Knowledge of dispute resolution processes. Strong customer service orientation, excellent interpersonal, oral and written communication skills, and attention to detail. Ability to take direction, initiative and work proactively in a team environment. Ability to interact with all levels of staff diplomatically with professional discretion and confidentiality and high ethical standards. Proficiency in Microsoft Office (Excel, PowerPoint, Word, and Access). Banner and PeopleAdmin preferred. Ability to work and communicate effectively in a multi-ethnic/multi-cultural environment with students, staff, faculty, business and industry officials, and the general public.
