Posting Salary: Recommended Hiring Range is $94,180 to $110,800. Commensurate on experience.
Position Summary: Systemwide Human Resources (SHR) Policy is responsible for developing and interpreting personnel policies and other employment-related programs, guidelines and procedures for staff employees. The unit develops systemwide policies and programs that clearly and consistently describe the rights and responsibilities of employees and the University, while also supporting the University's mission of teaching, research and public service.
Uses advanced operational concepts and organizational objectives to resolve highly complex issues. Leads the review, development, implementation, and monitoring of personnel policies and other employment-related human resources programs, guidelines, and procedures including systemwide reviews. Partners and collaborates with the Office of General Counsel to ensure policies and practices are in compliance with applicable federal and state regulations and other University policies. Provides policy interpretations and guidance on policies, guidelines and procedures.

Identifies gaps in University policy, evaluates existing policy initiatives, analyzes options and makes recommendations regarding policy revisions to meet the University's changing or emerging needs. Leads and manages efforts to conduct highly complex analyses and recommendations across a spectrum of policies, guidelines, programs and procedures as well as systemwide initiatives. Leads and directs a wide variety of projects and follows through with all levels of staff and individuals internal and external to UC. Guides and directs policy planning, which may include senior management, faculty, and/or external constituencies. Performs ad hoc, analytical studies on a wide variety of complex policies, programs and issues. Proposes, leads and/or participates in systemwide work groups, advisory groups, and policy review and implementation groups regarding specific aspects of SHR Policy. Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and / or additional process / policy components.
Job Requirements Bachelor's degree in related area and minimum of 5-7 years of progressively responsible related experience and/or equivalent combination of education and experience.
Strong written, verbal and interpersonal communication skills, including advanced political acumen and ability to effectively communicate with diverse constituencies in a highly political environment.
Ability to work productively in a collaborative environment to consistently meet deadlines and handle difficult or volatile situations effectively.
Experience maintaining a high degree of discretion, integrity, and sensitivity to confidentiality and privacy.
Ability to build strong relationships with all levels of staff and effectively influence without structural authority.
Strong analytical and critical thinking skills that deliver results in a constantly evolving environment.
Ability to multi-task and adapt to demanding and changing timelines.
Intermediate skills in Microsoft Office (Word, Excel, Access, PowerPoint) and common desktop/web applications Required
Knowledge of University personnel policies, Regental and Presidential policies, Business and Finance bulletins, and local campus procedures pertinent to human resources policies.
Mid-level to high-level project management skills. Preferred
