Berkeley Regional Services (BRS), Berkeley Educators & Administrators Regional Services (BEARS) - a unit of the UC Berkeley Office of the Vice Chancellor for Administration -provides reliable, high-quality administrative support to the Chancellor's, EVCP, Vice Chancellors', administrative, auxiliary, and other units that support academic excellence at UC Berkeley. Not only is BEARS the largest service region, it supports the largest variety of personnel positions in realizing UC Berkeley's mission of teaching, research, and public service.
This position serves as the senior and may serve as a lead HR generalist for their team. This position primarily handles in employee workplace issues such as conduct, discipline, performance, communications, campus policies and procedures. Uses employee relations concepts and applies campus policies and procedures to resolve a variety of employee relations and labor relations issues and situations. Also involves recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, programs, training and development, visa procurement, and employee services.
Provide strategic HR consultation, education, and support to client management to resolve the most complex and sensitive issues concerning staff and the organization.
Apply advanced HR concepts to counsel senior managers on HR issues, employee and labor policies, procedures, and appropriate practices. Employs a comprehensive understanding of campus labor contracts and State and Federal labor laws to efficiently administer all human resources responsibilities.
Work with managers and staff on the most complex personnel matters from initial employment, performance management, staff retention, succession planning, and talent identification to termination of employment and special separation agreements.
Conduct highly complex analyses of operational human resource and organization behavior related issues or concepts and develop resulting recommendations employing political acumen and integrating information to determine appropriate courses of action and their implications. As technical leader provide guidance to managers and supervisors on programs, personnel policies and procedures. Influence others on matters of importance.
Conduct complex employee and management investigations, prepare written reports and recommend action following investigations. Oversee the investigatory process of complaints by employees alleging violation of policy, work-rule, law, misconduct, performance or other complaint (i.e. violations of EEO, ADA and other similar issues, etc.). Work with campus compliance office on larger more complex investigations.
Provide direction and guidance to HR Generalists on the Employee Relations team. Interprets and analyzes highly complex campus human resources policies and procedures for BEARS-HR colleagues.
Counsel employees concerning sensitive and difficult to resolve work-related problems and recommend to senior management systemic remedies such as training, changes to organizations practices and procedures.
Take responsibility for effectively developing and implementing new human resources policies across the client groups supported and satisfactorily resolving all related issues. Work with client groups on highly complex staffing actions to assist in meeting business objectives.
Minimum 2 years' experience in handling complex employee and labor relations cases in similar sized organization in addition to 7 plus years' experience in line operations or HR support services.
Possesses advanced analytical skills and business acumen to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Ability to gain advanced knowledge of campus policies and procedures; advanced knowledge of functional area and understands how work impacts other areas in Human Resources and the campus.
Has advanced knowledge of human resources concepts, policies and procedures including employment practices, employee and labor relations, salary administration, wage and hour law, training and other areas of human resources as well as campus initiatives relating to and/or impacting human resources.
Thorough knowledge of applicable state and federal laws and regulations.
Ability to interpret and apply knowledge of union/labor contracts.
Has skills associated with effective and timely conflict resolution.
Demonstrated ability to apply advanced HR concepts to adequately assess and complete investigations. Includes conducting investigations (e.g. allegations of policy or, work-rule violation, law, misconduct, performance or other complaints). May include violations of EEO, ADA and other similar issues. Writes effective preliminary investigatory reports as well as final investigatory reports that meet the 7 principles of just cause and can be easily understood by both impacted parties and outside reviewers and arbitrators.
Possesses well developed active listening and critical thinking skills.
Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.
Has in-depth knowledge of a Human Resources Management System (HRMS) and other related business software programs and systems.
Is highly skilled in communicating clearly and effectively verbally and in writing.
Has strong desktop and mobile productivity tool user skills
Has good experience developing, tracking, and presenting both service level metrics and HR trends that impact customers both short and long term and can provide strategic thinking to recommend proactive mitigation.
Experience in handling employee relations cases in higher education environment.
Has in-depth knowledge of campus policies and procedures.
Knowledge UC Berkeley's Human Resources Management System (HRMS) and/or other related business software programs and systems.
SHRM or other comparable organization certification/training as a Senior HR Business Partner highly preferred Salary & Benefits
Salary is commensurate with experience. Hiring range is $89,000-$109,000/annually.
