We are one of the largest academic departments on campus, and we support some 80 graduate students, 50 faculty members, 65 classified and professional staff, and 150 hourly and student hourly employees. We currently have an outstanding opportunity for a full-time HR-Payroll Manager to join our team of dedicated professionals.POSITION PURPOSE:Provides human resources, personnel, and payroll management support for staff in the Department of Biology. Exercises discretion and independent judgement in carrying out the job duties described below, consulting with the Administrator, HR, and Managers/Supervisors as necessary. This position focuses primarily on staff HR functions, but serves as a back-up on academic HR matters.SPECIFIC DUTIES:Recruitment/Hiring of StaffOversees and manages the recruitment process for staff, which includes assisting with and/or writing job descriptions, posting job descriptions into UWHIRES, interview scheduling, conducting screenings/reference checks, initiating background checks for staff, verifying documents and accurate contact information.Works with and provides advice to hiring managers and supervisors to develop job descriptions, advises on appropriate titles, appropriate type of position (e.g., hourly, fixed duration or project, or permanent appointments) for the proposed job duties and appointment duration.Create positions in Workday with the appropriate forms and information, keeping track of the approval processes.Manages appointment process for all personnel (permanent staff, hourly staff, and student hourly staff).Participates in interviews of candidates for positions.Advises managers and supervisors on appropriate interview questions and reference checking questions.May provide initial screening of applicants and reference checking of finalist candidates.Ensures proper disposition of candidates in the UWHIRES.Works with HR, HR-Compensation, and managers/supervisors to resolve questions on requisitions, job descriptions, and job questionnaires.Represents the department and the supervisor/manager to HR and HR Compensation.Coordinates the onboarding of new personnel, including new hire appointment letters, requesting background checks as necessary, verifying accurate contact information, and providing basic department and UW orientation information to new employees. (Lab specific orientations are conducted by the manager/supervisor or other lab management staff.)May process academic appointments and extensions of appointments or undertake other academic HR responsibilities as back up to the Assistant to the Chair and the Administrator.Performance ManagementCounsels and advises managers, supervisors, and employees on performance management, including job performance counseling or corrective action, employee relations issues, conflict resolution, and options for dealing with performance issues.Reminds managers/supervisors to conduct annual performance evaluations.Serves as the liaison between managers/supervisors and HR to resolve personnel issues and problems. This may include phone conversations with HR, suggesting appropriate training and development classes for employees, working to develop performance action plans, providing advice on informal counseling, and providing guidance on formal counseling actions.Drafts compensation change requests/in-grade salary increases and position reviews for classified and professional staff based on information from managers/supervisors.Serves as a resource for managers/supervisors in all aspects of performance management questions.General HR ManagementWorks with administrator on annual merit salary increase process for faculty and staff, including notifications about the merit process, solicitation of feedback from managers on salary increase amounts for their employees.Tracks temporary and hourly staff appointments and request extensions as necessary; ensures temporary appointments are in compliance with University policies.Tracks hourly employee hours to ensure they do not exceed the 12 month 950 hours maximum allowed. Notify employees and supervisors when the maximum is being approached.Serves as a resource for employees on questions of benefits, compensation, classification, and all aspects of their UW employment to the extent that is allowable, referring personnel to central offices as appropriate to answer specific questions about benefits eligibility, compensation, classification, etc.Liaison with DSO on accommodation issues.Advises managers/supervisors of layoff policies, procedures, and process; drafts paperwork for submission, and manages the process for the department.Manages separation process for employees (letters of resignation, leave separation process).Assists in developing new programs and services as they relate to HR.Reviews staff employment processes and recommends revisions to enhance the efficiency of department operations.Interprets and ensures compliance with policies, procedures, and legal requirements related to HR policies and procedures for recruitment, hiring, compensation, FMLA, and other HR topics and issues. Advises employees on issues involving FMLA, FLSA, EEO, and ADA.May process academic visa requests.Payroll and Leave ManagementEnsures that staff personnel distributions (costing allocations) are entered into Workday.
