Under the direction of the State Administrator or designee, this position serves as the District’s Human Resources chief administrator, compliance management and staff development manager. This administrator plans, organizes, directs, and administers employee recruitment, selection, classification, assignment monitoring, employee transfer, promotion, layoff, and operational policies, regulations, and guidelines and plans, directs, and administer the District employer/employee relations process; performs related duties as required.
This classification is an executive cabinet level position, which requires subject matter expertise in educational Human Resources management, and comprehensive educational organization management experience. The job knowledge requirements are applied to organizational leadership and in the development of appropriate Human Resources practices, policies, goals, and objectives. This administrator is involved in decisions of a highly critical consequence that impact the organization’s mission and organizational objectives. This administrator meets regularly with the Board of Education, State Administrator, and other policy makers in planning Human Resource matters, implementing decisions and negotiating or settling significant and often controversial Human Resource management issues.
Education and Experience:

MINIMUM QUALIFICATIONS Cont’d:
A minimum of five years of exemplary experience in Human Resources in an administrative or supervisory position.
A Masters’ degree from an accredited college or university in educational administration, Human Resources Administration, Public Administration, Industrial Psychology, Organizational Psychology or other closely related field areas.
Possession of a valid California Administrative Credential preferred, not required.
A valid California driver’s license and availability of private transportation or ability to provide transportation between job sites required. An applicant for this class will be required to obtain, at his/her own expense, and submit his/her motor vehicle driving record at the time of appointment. The record must meet and be maintained at the district’s safe driving record standard.
