Department: STUDENT AFFAIRS RESOURCES - 068003 Department Description: The Division of Student Affairs includes 25 departments, 800 career staff and approximately 3000 student employees. This position is one of two high level directors serving as an advisor and HR subject matter expert for the Division. This position is responsible for providing leadership to the Division related to recruitments, compensation actions and personnel matters.

Job Summary: Under the direction of the Associate Vice Chancellor for Health, Wellness, and Divisional Resources, provide Human Resources consultation, leadership, analysis, advice, planning, management and establishing of priorities within the division. Serve as the Division's subject matter expert and primary liaison to Central HR in the areas of Compensation, Talent Acquisition, Employee & Labor Relations, Benefits, Employment Services, Student Employment, Disability Management and operational HR in partnership with the Shared Services Organization. Serve as an official HR Business Partner with central HR. Provide supervision of divisional HR analysts, and support HR staff throughout the division with the development and implementation of best practices and procedures.

Minimum Qualifications: Bachelor's degree in related area and/or equivalent combination of education and experience.
5 or more years of progressively increasing responsibility and experience in providing and managing human resources in a large complex organization on a strategic level.
Experience advising leaders on processes, protocols and procedures with a focus on personnel management including recruitment and selection, salary administration, employee and labor relations in a higher education setting.
Experience researching, interpreting and applying human resources practices, policies, and procedures; skilled in the application of state and federal laws and regulations relating to employment, compensation, employee and labor relations, recruitment/talent acquisition, and other human resources functions.
Supervisory experience and team building skills demonstrated through past performance to recruit, train, evaluate, motivate, resolve problems/conflicts, conduct ongoing coaching for performance, and build effective service-oriented, team environment.
Excellent interpersonal communication skills to convey information and ideas, influence outcomes, diplomatically handle difficult situations work effectively and sensitively with diverse groups, situations, and ideas and retain appropriate confidentiality.
Advanced computer proficiency including knowledge of software programs such as Microsoft Excel, Word, Outlook/email programs.
Experience balancing policy and practice, requiring broad perspective and insight.
Strategic planning, analytical, and program evaluation skills to provide sound recommendations, continually examine, develop, or revise systems to accommodate changing requirements.
Analytical and conceptual skills for resolution of complex problems, including identifying key issues, evaluating options and initiating strategies for resolution.
Preferred Qualifications: Experience with UC staff policy and procedures, personnel systems, collective bargaining, and student employment regulations.
PHR/SPHR, and/or SHRM-CP/SCP certification, or SHRM-HR California Law Specialty Credential.
Senior-level management experience to analyze big picture and complex information or problems in an objective manner and derive logical conclusions to provide a sound basis for making decisions and establishing priorities, selecting appropriate courses of action for pursuit or recommendations to others, and to resolve conflicts.
Experience leading business-process improvement, best practice development, and organizational-change initiatives.
Experience with electronic personnel systems and other computer application programs.
