Rutgers, The State University of New Jersey, is seeking a Human Resources Associate for the OIT's HR Management Office. This position reports to the Manager (HR Officer) of OIT's HR Management Office, which provides the first line of human resources support and service to OIT. The Human Resources Associate assists OIT leaders, managers and staff with a full array of local HR services that include: recruitment & selection, compensation & benefits, employee & labor relations, professional and organization development, and safety & risk management, in accordance with Federal and State laws/regulations, collective bargaining agreements and University policies.
Among the key duties of this position are the following:
Collaborates closely with University Human Resources (UHR) consultants and subject matter experts in their core functional areas to advance the goals and objectives of OIT and the University through the effective management of its workforce.
In consultation and collaboration with Labor Relations, is responsible for ensuring compliance with the provisions of union contracts.
Acts as a liaison to UHR's Office of Employment Equity, and advises centers and departments on the achievement of goals to become a diverse and welcoming workplace, undertaking research on affirmative action matters as necessary.
Utilizes the Rutgers Online Recruitment System (ROCS) to initiate staffing requests leading to job postings. Assists hiring managers with recruitment and utilizes the best recruitment strategies, tools and methods to attract outstanding Information Technology (IT) professionals.
Provides direction, mediation, advice and counsel to managers and staff on a variety of HR employee relations issues.
Works with managers, as needed, to identify appropriate approaches and vehicles for the professional development of staff.
Participates in the development, distribution and maintenance of actionable statistical, analytical and historical HR data to provide data/information for OIT workforce planning, and to identify trends and changes in recruitment, turnover and spending that could have an impact on OIT and its provision of services.
Minimum Education and Experience:
Bachelor's degree, in HR, Business Administration, or related field; Or an equivalent combination of education and/or experience.
A minimum of two (2) years of hands-on experience, working as a formal HR professional/consultant/business partner, with increasing responsibility.
Required Knowledge, Skills, and Abilities:
Requires strong, demonstrated competence in the HR disciplines, such as: recruitment, selection & retention; compensation & benefits; employee relations mediation in a union environment; performance management & discipline; organizational and professional development; and, safety & risk management.
Strong planning, organization, analytical, consultative and decision-making skills are a must, coupled with a strong service orientation, with attention to detail and exceptional follow-through.
Effective and confident communicator in both formal and informal business settings, with strong presentation/facilitation/trainer skills.
Effective in negotiation and conflict resolution, with the ability to steward difficult issues to appropriate resolution.
Must possess solid and practical knowledge of Federal and State employment laws and regulations.
Must be able to work independently to meet objectives, with minimal supervision.
Strong work ethic and high ethical standards.
Must be able to work effectively under pressure, while contributing to the high morale and productivity of a small HR team.
Computer literate, and proficient with Microsoft Office applications (Word, Excel, PowerPoint, Office 365, etc.).
Master's degree in an HR-related field, and/or professional HR certification (e.g., SHRM-CP or –SCP, SPHR or PHR, etc.).
Prior HR experience within Rutgers
An understanding of the unique issues of IT recruitment/retention for higher education or healthcare in a competitive job marketplace
Prior experience working in a union environment
A working understanding of IT disciplines, challenges, terminologies and trends.
