The Director of Human Resources reports to the Executive Vice Chancellor and has a dotted line reporting relationship to the Senior Vice President of Human Resources & Organizational Effectiveness. The Director partners with RU-N's Executive Leadership team and the Senior Vice President of Human Resources & Organizational Effectiveness on initiatives including but not limited to: developing strategic human resources plans; provides university-wide (RU-N) day to day guidance and consultation to faculty and staff related to compliance with employment laws, collective negotiations agreements, university policy; employee relations; equity issues; benefits administration, change management and problem resolution; classification, compensation, and staffing; professional development & training, and workplace assessment guided by University Human Resources and the Office of General Counsel as appropriate. In addition, under the auspices of the Employment Equity Office provides guidance to faculty and staff related to matters of harassment and discrimination, Americans with Disabilities Act (ADA), reasonable accommodations, etc.
The Director is responsible for all facets of human resources practices within Rutgers University-Newark; including HR operations, talent management, organizational effectiveness, and HR strategic initiatives. Some key duties of this position include but is not limited to the following:
Lead HR department to deliver strategic and operational alignment of the HR practice to support RU-N;
Partner with the Executive Leadership team to analyze and prioritize the critical business challenges faced by the organization, and deploy appropriate HR interventions in collaboration with appropriate Executive Team members;
Work collaboratively with Senior Vice President of Human Resources & Organizational Effectiveness to assess human capital needs and improve the enterprise-wide HR programs and services for the employee and leader population;
Assures compliance with applicable employment rules and regulations, university policy, and collective negotiations agreements;

Development and implementation of HR strategies and workforce plans that are aligned with the organization's strategic and operational priorities, and which foster the effective recruitment, development, and career progression of key talent within the assigned organization;
Oversees all aspects of HR operations to assure that all related HR functions are structured and advanced in an efficient, effective, compliant, and customer-centric manner;
Establishes metrics to measure performance against established goals and strategic imperatives in order to further align and improve upon services provided;
Works with leadership to understand organizational long and short term needs, staffing trends and requirements, and develop innovative and creative, flexible workforce and staffing plans to efficiently and effectively meet departmental needs;
Partners with leadership to develop job descriptions that are aligned with organizational needs, assuring consistency in job functions, qualifications, classification recommendations, and compensation;
Provides recommendations and advises departmental unit leaders on fostering and promoting harmonious labor-management relations;
Manages all steps of the disciplinary/grievance process to include advising supervisors, collaborating with Labor Relations and monitoring the investigation and disposition of any grievances as needed;
Monitors personnel policies for the purpose of ensuring compliance to relevant agreements as stipulated in the various collective bargaining unit employees;
Provides direction to departmental unit leaders when managing their employee relations matters;
Communicates all deadlines with regards to mandated training, performance appraisal applications and all other advisories from University Human Resources

Minimum Education and Experience:
Requires a bachelor's degree or an equivalent combination of education and experience that demonstrates a thorough knowledge and understanding of human resource management;
Requires a minimum of five years of experience in Human Resources, including demonstrated track record in advancement of organizational mission and vision through the application of progressive HR practices;
Required Knowledge, Skills, and Abilities:
Must demonstrate excellent, organizational, interpersonal, communication, and diplomatic skills; and computer literacy to include the suite of Microsoft Office products or equivalent, and online recruitment systems;
Demonstrate understanding the role and responsibilities of HR within a large complex organization.
Experience in the application of collective bargaining agreements, conflict resolution, negotiation and mediation is preferred.
At least 3-5 years of supervisory experience within a large, complex environment
