Position Description: As a key member of the management team in the Department of Physics and Astronomy, serve as the Department Staff Human Resources and Payroll Manager to ensure consistent application and compliance with policies and procedures. Under the general direction of the CAO, the Staff HR/ Payroll Manager is directly responsible for overseeing the complete range of personnel actions including advising management and supervisory staff regarding employee and labor relations, personnel policies, and best practices ensuring adherence to all applicable University, State, and Federal employment and personnel practices, laws, and agreements, as applicable. The Staff HR/Payroll Manager will provide guidance and support to supervisors for all coaching, counseling, and progressive disciplinary actions. The Staff HR/Payroll Manager will review and evaluate all requests for salary increases, including merit increases, exceptional or equity increases, stipends, incentive awards, reclassifications and promotions. The Staff HR/Payroll Manager will oversee staff development and training programs and oversee HR strategic initiatives. The Staff HR/Payroll Manager will develop, implement and oversee best practices for recruitment and the selection process for all staff positions to hire the most skilled, knowledgeable, competent, and experienced candidates as the best qualified match for each position. The Staff HR/Payroll Manager will serve as the benefit services coordinator and local expert for the full array of benefits offered by UC to fully inform staff using existing resources and locally developed layperson-friendly tools regarding eligibility, enrollment, health plans, welfare plans, retirement, and other provisions/privileges. The Staff HR/Payroll Manager will oversee all payroll functions and processes, including supervision of one Payroll/Personnel Specialist, to effectively coordinate time reporting, and meet fixed payroll deadlines for approximately 300+ monthly and 75+ biweekly academic and staff employees. The Staff HR/Payroll Manager will direct, supervise, and document internal procedures and business processes consistent with the University personnel and payroll systems and direct the maintenance of staff personnel files and separate medical records consistent with document retention requirements. The Staff HR/ Payroll Manager works closely with the CAO on organizational development and with staff throughout the Department to create a workplace that fosters teamwork and supports the continued excellence of the Department. The Staff HR/Payroll Manager is also responsible for coordinating the Emergency Response and Illness and Injury Prevention Programs for the Department by providing training to faculty and staff.
