The Director of Human Resources is responsible for directing and overseeing the human resources functions including; recruiting and onboarding, benefits and compensation planning, employee relations, leave administration, payroll processing, performance management, and training and development.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develop strategic human resources objectives, plans, policies and programs for the organization. Create standard operating procedures for all human resources and payroll processes.
Oversee the recruiting and onboarding functions, as well as new employee orientation.
Work with broker to design and maintain competitive self-insured and fully insured benefit plans.
Oversee leave administration process and paid time off, including family medical leave, workers compensation and short-term and long-term disability leave.
Oversee the weekly payroll and expense reimbursement processes for salaried and hourly employees.
Advise and coach managers on employee relations and termination issues and serve as consultant to senior management to keep them abreast of all employee issues.
Establish credibility throughout the organization to be an effective listener and problem solver of employment issues.
Maintain and update all human resources board policies and administrative procedures. Develop human resources metrics. Prepare human resources report for monthly board meetings.
Serve as liaison for outside counsel regarding all employment related legal matters. Develop comprehensive plans to mitigate legal risks to the organization. Ensure compliance with all federal, state and local employment laws.
Manage the performance appraisal process. Develop and implement employee/manager training and development initiatives. Ensure training compliance.
Analyze wage and salary data to develop competitive compensation plans and prepare job descriptions that comply with federal labor standards. Conduct market studies and respond to salary and benefit surveys.
Maintain knowledge of human resources policies, programs, laws and issues.
Provide technical advice and knowledge to others within the human resource discipline.
Manage the budget and other financial measures of the human resources department.
Evaluate the HR division structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as for providing individuals with professional and personal growth opportunities.

Bachelor’s degree from an accredited college or university with specialization in business administration, human resources or other directly related field. Master’s degree preferred.
Minimum of five years of management level human resources experience, preferably with experience in both public and private settings. Supervisory experience required.
SPHR or SHRM-SCP preferred.
