Summary Reporting to the Assistant Director, Human Resources, this position will contribute to the recruiting, benefits administration, employee relations functions of the organization’s human resources department and lead the organization’s Training & Development and Performance Management Programs. The incumbent will be accountable for creating, designing, developing and implementing performance management and training strategies, programs, plans, and processes to support organizational goals. This position requires a broad knowledge of human resources principles and practices, and will assist with a variety of both complex and routine HR functions and projects.
Essential Duties and Responsibilities
The essential duties related to Human Resources include protecting and maintaining the privacy of employee personnel records, including compensation information.
Professional Development & Training
Develops an annual training and development plan to help equip staff with the knowledge, practical skills and motivation to carry out work-related tasks enabling them to fulfil their potential within the organization;
Identifying training and development needs through job analysis, appraisal schemes and regular consultation with staff and managers;
Designs, expands and adapts training and development programs based on the needs of the organization, the individual and changes in the work environment; convenes focus groups as needed to produce programs that are relevant;
Manages the delivery of quality programs by developing training materials and conducting training and/or working with consultants to develop and conduct training programs using a variety of instructional techniques;
Monitors and reviews the progress of trainees through questionnaires and discussions with staff and managers;
Ensures that statutory training requirements are met;
Evaluates the effectiveness of training and development programs;
Oversees the development and implementation of organization’s performance management program and provides advice and recommendations to ZERO TO THREE management and staff;
Oversees the development and implementation of core competencies, core values, and key performance factors into performance appraisal system;
Analyzes and reports on measurement results;
Provides ongoing oversight and support to ensure that performance management system is being used to effectively manage operations, identify and manage risks, and effect organizational change;
Develops and conducts presentations and training to management and staff on the performance management process;
Provides training to all levels of staff on performance management and systems;
Works closely with supervisors/managers in developing and implementing performance improvement plans;
Coordinates Spot and Achievement Award program;
Other General Duties
In consultation with Assistant Director, Human Resources
Provides consultation to staff and managers on a variety of human resource/employee relations matters;
Reviews disciplinary matters, writes reports regarding investigations and makes disciplinary recommendations;
Assists in resolving conflict and conducts investigations;
Conduct research to identify promising leaders within the company to build a succession plan that will effectively support organizational goals and the organization’s mission;
Oversee the creation and ongoing administration of the Buddy/Mentor Program;
Conduct bi-annual Employee Engagement Survey;
Collaborate with departmental managers to assess employment needs, and participate in recruiting efforts to identify, interview, hire and train qualified candidates
Support the HR department in implementing programs to help improve the employee experience;
Educate and train all employees on organizational behaviors, policies and procedures and ensure resources are not underutilized;
Performs other duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
Skills and Experience
Five plus years related HR work experience;
Ability to interpret human resources policies, procedures and guidelines;
Proven skills in designing and delivering effective training programs;
Excellent communication and interpersonal skills (both verbal and written);
Self-starter capable of working independently and as a member of a team;
Excellent planning and organizational skills with the ability to prioritize, multi-task effectively and carry projects to completion according to deadlines;
Computer literate with proficiency in MS Word, Excel, Access, Power Point, HRIS (ADP preferred but not required);
Must be able to maintain confidentiality, tact and discretion;
Attention to detail and time management is critical;
Sound judgement and problem-solving skills

Education Bachelor’s degree in related field or equivalent experience; PHR or SPHR Certification a plus.
Physical Requirements While performing the responsibilities of the job, the employee is constantly required to use finger dexterity as well as sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also may need to remain seated for long periods of time, have the ability to perform repetitive motions and reach for objects. Employee is frequently required to hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. They may be required to grasp objects, push and pull objects, bend, stand, walk, squat or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading.
Working Conditions The work conditions described here is representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home office. When travel is expected the incumbent will be exposed to outside environmental conditions during those times.
