DUTIES: The Assistant VP of HR Operations, reporting to the VP for HR, Chief Diversity and Ethics Officer, provides leadership and oversight of HR Operations. The AVP is an executive responsible for HR Operations, directing administrative oversight of wage and salary administration, employee benefits and special services, recruitment and employment, personnel data (EDP) and analysis, personnel/payroll transactions. She/he provides expert consultation and assistance to administrative and operating departments and staff on HR matters, with a departmental focus on customer service. Additionally, the AVP HR Operations successfully collaborates with the AVP Labor Relations, AVP Diversity and Inclusion and Director of Training and Development to develop and implement programs that will foster a more productive and civil culture within the Downstate community. Brief Description of Duties: Directs HR functions for union and management staff, ensuring effective, efficient and available HR services for Downstate staff. Designs, develops, recommends, and implements strategies to support, improve and strengthen HR Operations and services. Develops and implements clear policies regarding HR services and operations. Consults with all levels of faculty and staff to provide effective HR support, including interpretation and communication of policies and procedures. Maintains knowledge of industry trends and employment legislation and regulations to ensure compliance with such regulations. Responsible for policies, procedures and management issues related to the areas of responsibility of the position. Participates in negotiations and bargaining units for handling grievances, employee appeals related to working conditions and contract management. Interacts regularly with all levels of faculty and staff to establish an understanding of their roles and responsibilities to determine the HR support needs and to communicate HR's services. Consults with supervisors and employees to manage complex and sensitive employee relations. Advises on work performance matters, including, problem resolution and, progressive disciplines. Responsible for, annual performance appraisals processes and career development opportunities to assist with retention and organizational design. Oversees talent acquisition to ensure efficient, effective recruitment and retention of qualified staff and consults with management and supervisors to provide effective support for recruitment and selection of candidates promoting diversity and criterion for consideration. Oversees HR staff in management of benefits and maintenance of relationships with carriers, with an emphasis on communicating clear information on benefits to all staff and providing support and responses to benefits related questions. Directs staff involved with assessing and implement appropriate compensation policies and practices. (DUTIES AND RESPONSIBILITIES ARE NOT LIMITED TO THE ABOVE POSITION DESCRIPTION) QUALIFICATIONS: Required Qualifications: - A Master's degree in Human Resources, or other related fields. - A minimum of ten (10) years of work experience in human resources management or related field, five (5) year of which must have been in a management capacity. - Knowledge of Federal and State Labor/Employment Laws and regulations, as well as, OSHA and Workers Compensation Reporting laws and requirements. - Ability to make sound and accurate judgments and timely decisions. - Able to delegate work assignments, set expectations and ensure the completion of delegated activities. - Strong and effective verbal and written communication skills. - Strong computer skills with knowledge and experience with HRIS software. - Strong listening and interpersonal skills. - Ability to collaborate and recommend options, and relate sensitively to internal and external colleagues and constituents. - Strong organizational skills and ability to manage multiple priorities. - Ability to work with diverse populations. Must have experience working in a union environment. Preferred: - Experience working with a Medical College and or Hospital. - Public sector experience a plus. - Certification in Human Resources: PHR or SPHR/SHRM-CP or SHRM SCP.
